Samsung ApexService is a system tool, built into Samsung devices, that allows the device to execute processes related to the use of certain components present in its hardware.

As with most of these tools, this is a system app with which you cannot interfere. You only have the option to enable or disable it from your smartphone settings, should you want to do so. In any case, it's always recommended to be especially careful if you decide to disable these tools.
